Sahil Rafig oglu Babayev
PhD in Law
Was born in 1980 in Baku.
Graduated with honor from Baku State University with a bachelor's degree in "International Law and International Relations" in 2000, master’s degree in 2002. In 2010, he obtained a PhD in Law.
He worked as senior specialist and department head at SOCAR Foreign Investments Department of the State Oil Company of the Republic of Azerbaijan in 1999-2006. Participated in the development of the agreements for Production Sharing, as well as the "Shah Deniz "gas sales, contracts on the Baku-Tbilisi-Ceyhan pipeline.
He worked as the assistant to the deputy chairman of the Milli Majlis of the Republic of Azerbaijan in 2006-2009 and was the coordinator of the European Union-Azerbaijan Interparliamentary Cooperation Committee, Committee for Natural Resources, Energy and Environment.
He had worked as the head of Foreign Investments and Aid Coordination Department of the Ministry of Economic Development since 2009, head of Cooperation with the International Organizations Department since 2011.
At the same time, he was the chairman of the Supervisory Board of "Tamiz Shahar" JSC in 2009-2014, co-chair of the European Union-Azerbaijan subcommittee on trade and economy, head of Program Management Unit for European Union Assistance Instruments, and a member of the Board of Directors of "SOCAR Turkey Aegean" Oil Refinery (STAR) project.
He was a teacher at the International Law Department of Baku State University, lecturer on various subjects at the Azerbaijan Diplomatic Academy, participated in various trainings and courses in international law and contract law in England, France and other countries.
He is the author of dissertations and monographs on international oil contracts, Production Sharing Agreements, international and national-legal regulation, international legal process and international judicial procedures.
On March 13, 2014, was appointed Deputy Minister of Economy and Industry by the Order of the President of the Republic of Azerbaijan.
On January 30, 2016, was appointed Deputy Minister of Economy by the Order of the President of the Republic of Azerbaijan.
He worked as a curator of the department of the foreign economic activity and trade representations, "AZPROMO" Export and Investment Promotion Foundation, the Coordinating Council on Transit Freight, a curator in the "Southern Gas Corridor" project by the Ministry of Economy, chairman of the Supervisory Board of "Azergold" CJSC, a member of the Board of Directors of the Supervisory Board of "International Bank of Azerbaijan" and the Board of Directors of "SOCAR Turkey Aegean" Oil Refinery (STAR) project.
He was co-chair of intergovernmental commissions with Germany, the Czech Republic, Slovenia, Argentina and Brazil, co-chair of the Azerbaijan-Iran Working Group on financing the Rasht-Astara section of the North-South Corridor, and a member of the Intergovernmental Commissions with 19 countries.
He is the chairman of the State Commission for Examination of "Commercial Law" at the Law Faculty of Baku State University.
He was appointed the minister of labour and social protection of population of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated April 21, 2018.
He is fluent in English, Russian and Turkish, and knows a good level of French.
He is a member of the New Azerbaijan Party.
He is a reserve officer.
