The Ministry of Labour and Social Protection of Population held press-conference on the procedure of application for a once-off payment to families of dead military persons.
The Minister Sahil Babayev noted that successful social policy of the President of Azerbaijan Republic Ilham Aliyev created environment for social protection of people with service-related disabilities and shehid families. Decree number 1 of the head of the state “On additional activities in advancing social protection of family members of military persons fallen, dead and declared dead due to the fact of the duty status whereabouts unknown in fights for territorial integrity of the Republic of Azerbaijan” dated April 19, 2018 is the vivid example of taking care about that category of people.
A range of activities has been taken by the Commission under the Ministry with the purpose to fulfill transparently the above mentioned Decree. The list of all military persons fallen, dead, and declared dead due to the fact of the duty status whereabouts unknown in fights for territorial integrity of Azerbaijan Republic to the date of August 2, 1997 provided by The State Service for Mobilization and Conscription, the list of deceased military persons who were by court decisions entitled to insurance payment provided by The Ministry of Justice, and the list of military persons whose descendants were qualified for and were paid insurance payment provided by The State Insurance Commerce Company of Azerbaijan Republic were received by the Ministry of Labour and Social Protection of Population. Verification of information has been finished at this moment. According to the Decree lineal heirs of all shehid military persons will be eligible to receive a once-off payment of 11 thousand manats.
From tomorrow on, family members of deceased military persons will be able to check their eligibility for a once-off payment by entering his/her surname, name and patronymic in “Once-off payment” section on the Ministry’s website (www.mlspp.gov.az).
In case of search result titled “According to the Civil code descendant (descendants) of the military person is/are eligible for a once-off payment”, lineal heir should apply to notary office by the place of last residence of deceased military person or, if this is unknown, by place of residence of descendant.
These documents should be provided to notary office by lineal heir:
- Death Certificate of deceased military person;
- Court plea of presumed dead of military person missed during military operations;
- Letter of application for receiving once-off payment addressed to the Ministry of Labour and Social Protection of Population. Application form is provided at notary office;
- Certificate of bank account number. If heir doesn’t have any bank account, he/she can open an account at any bank and provide certificate of bank account number;
In order to define inheritance, notary office may require additional documents such as birth, marriage, death certificate etc.
In case of eligibility of heir of military person for a one-off payment notary officer gives Certificate of inheritance.
Inheritance Certificate and information from heir’s documents are sent electronically in 3 working days by the notary officer to the Central Electronic Information System of the Ministry of Labour and Social Protection of Population.
After information appeared in the system the notification about date of entry and register number is sent to descendant to one of given mobile phone numbers.
The Ministry of Labour and Social Protection of Population makes inquiry to the Ministry of Finance to allocate funds for granting one-off payment.
The Ministry of Labour and Social Protection of Population after allocation of necessary funding according to the order of application entries transfers funds to a bank account of a successor and send notification to one of the telephone numbers given in the application.
In case of permanent residents of descendants abroad, they should apply with necessary documents to diplomatic representation and consulate of Azerbaijan Republic in that country.
Mr.President’s Decree along with advancing of social protection of family members of military persons, who sacrificed their lives for the Motherland, also encourages patriotism in young people, the Ministry of Labour and Social Protection of Population S.Babyev stated. The Decree will be fulfilled transparently, without contact with administrative officials and on first come-first served basis.
