A meeting with the mission of the World Bank on social protection, visiting our country was held at the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan.
The meeting aimed at mission to receive information about the latest developments in social protection, including social assistance and pension policies in our country, discussing future joint activities within the framework of the technical assistance project for the targeted state social assistance program.
Minister of labour and social protection of population Salim Muslumov informed the participants on the steps taken in recent years to strengthen the social protection of the population and systemic reforms carried in the country. The minister pointed out that the modernization of management and population service in the country in accordance with new challenges and innovations, scientific and technological innovation is one of the main priorities of the successful reform program of the President of the Republic of Azerbaijan Mr.Ilham Aliyev, which stimulates the dynamic development of our country.
S.Muslumov expressed his satisfaction with the World Bank's interest in monitoring and evaluating the ongoing reforms: "Including the assessment of the World Bank connected to Single Electronic Application and Sub-Subsystem (VEMTAS) ensuring implementation of all procedures of targeted state social assistance system without any civil servant-citizen communication, fully electronically, in a transparent manner, can be especially mentioned. Last year, our staff made a broad presentation of VEMTAS's videoconferencing for its central office in Washington (USA)".
Noting at the moment, the work on automation of employment services and unemployment benefits system is coming to an end, the minister stated that meeting work force demand in the labour market is one of the main goals of a more efficient and flexible organization on the electronic system.
S. Muslumov also informed about the reform measure carried out in the field of improvement of pension policy last year. The minister pointed out that the amendments to the pension legislation, which entered into force on July 1, 2017, stimulated the expansion of the working population to participate in the social insurance system by allowing the transition to a full insurance-based pension system, this system to strengthen its supplementary role in the welfare of the pensioners.
The head of the mission, the World Bank's leading economist, Alexandra Posarak, expressed her satisfaction with the fact that she witnessed new improvements in our country's social protection system and continued positive processes for ensuring efficiency and transparency in this system. She said the World Bank supports the reforms carried out by the Ministry of Labour and Social Protection of Population and is interested in continuing successful cooperation with the ministry.
At the meeting, the reforms carried out in the field of social protection in our country, the results of the application of new electronic systems, the work done within the framework of the technical assistance project under the targeted state social assistance program were discussed, and exchanged views on future cooperation in this project.
