A consultation dedicated to the challenges ahead on the Ministry of Labour and Social Protection of Population in field of implementation of the tasks of the President of Azerbaijan Mr. Ilham Aliyev on the development of regions was held (VİDEO)
A consultation on the work to be done by the Ministry of Labour and Social Protection of Population concerning the implementation of the tasks arising from the speech of the President of the Republic of Azerbaijan Mr. Ilham Aliyev at the conference dedicated to the results of the fourth year of the "State Program on Socio-Economic Development of the Regions of the Republic of Azerbaijan for 2014-2018" was held. Opening the consultation, the minister of labour and social protection of population Salim Muslumov emphasized that the promises made by the President of Azerbaijan Mr. Ilham Aliyev in 2003 in connection with the rapid socio-economic development in the regions of our country on the eve of the Presidential elections, have proved its role in ensuring dynamic development of our regions in the past period: "At the conference dedicated to the results of the fourth year of implementation of the State Program on Socio-Economic Development of the regions of the Republic of Azerbaijan in 2014-2018, Mr. President said, "I promised that socioeconomic development in the regions of Azerbaijan will be rapidly developing. Realities over the past 14 years show that, all the promises given were exceeded. Over the last 14 years, Azerbaijan has gone a great and honorable way", he emphasized". The minister stated that the first State Program (2004-2008), adopted in February 2004 for socioeconomic development of the regions on the basis of the initiative and specific task of the head of state, and also the successful outcomes of the second (2009-2013) and the third (2014-2018) State Programs also contributed to the development of the non-oil sector. S.Muslumov noted that, in particular, the revival of traditional agricultural areas played an important role in the significant increase of labor resources in the regions. At the same time, active employment measures covering all regions of the country, including labor fairs in all regions and cities are organized by the ministry. According to the relevant Order of the Head of State, 84% of small households created within the self-employment program implemented by the Ministry of Labour and Social Protection of Population cover traditional agricultural areas, that are typical for regions. Speaking about the adaptation of the labour force to the labour market in the regions, S. Muslumov said that Regional Vocational Training Centers, established in 2007 in Baku, in 2008 in Goychay, and in 2009 in Nakhchivan, have an important role in this area. In recent years, capital repair and reconstruction work has been carried out in these centers and their material and technical base has been strengthened. The minister brought to the attention that the vast majority of numerous individual and tenement buildings built for disabled and families of martyrs in the past period fall into the regions: "Including nearly 65 percent of 315 apartments and individual residential houses presented to war invalids and families of martyrs in the last one year is in the regions. Totally so far, 6100 disabled and families of martyrs have been provided with housing by the Ministry that houses have been given to 93.5 percent or 5703 people of them in the last 14 years. Currently, construction of tenement residential buildings in two more districts-Imishli and Shamakhi districts, as well as individual residential houses in the regions is underway". S. Muslumov also stated that regional rehabilitation centers in Nakhchivan, Shirvan, Lankaran, Shaki, Sumgayit, Naftalan, Khachmaz and Yevlakh cities, Nakhchivan production area of Baku Prosthetic-Orthopedic Rehabilitation Centre and its Branch in Ganja have been put into operation, Children's Rehabilitation Centers have been established in Baku and Nakhchivan cities in the last 14 years. The minister emphasized that Regional Information Centers created for persons with disabilities in Nakhchivan, Ganja and Yevlakh cities with the support of the Heydar Aliyev Foundation in 2010-2012 are of particular importance in acquisition of the mentioned persons in those regions of opportunity to use ICT, generally integration into society. The minister stated that the scope of social services in the regions has also been expanded. Most of the projects implemented by social orders cover regions. Within the framework of these projects, day care and community based rehabilitation centers are functioning in different regions and cities of the country, and children in difficult living conditions, their families when necessary are provided with rehabilitation-oriented social services: "Creation of conditions in the social service enterprises of the regions in accordance with modern requirements is also under way. This year, Territorial Social Service Center of Pensioners in Ganja will also be put into operation after major overhaul. As the continuation of the establishment of new social service enterprises, Centre for the Social Adaptation is also expected to be put into operation in the Gobustan district for those who have been released from serving punishment in penitentiary institutions in the current year". S. Muslumov brought to the attention that every month, reception of citizens is carried out in the regions based on the assignments of the Head of State; relevant measures are taken in connection with the requests of the residents of the regions. The work to be done by the Ministry concerning the implementation of the tasks arising from the speech of the President of the Republic of Azerbaijan Mr. Ilham Aliyev at the conference dedicated to the results of the fourth year of the "State Program on Socio-Economic Development of the Regions of the Republic of Azerbaijan for 2014-2018" was discussed at the consultation. Measures to be taken by the Ministry of Labour and Social Protection of Population in the fifth year of the implementation of the mentioned State Program were reviewed. In this connection, the local structures of the ministry were also asked to submit relevant proposals. S. Muslumov gave relevant instructions regarding labour market monitoring in the regions, social protection, medical and social rehabilitation and organization of active employment events and other issues.
