A document on directions of future cooperation in the field of labour, social protection and employment was signed between the relevant ministries of Azerbaijan and Turkey (VIDEO)
The 9th meeting of the Joint Standing Commission on cooperation in the field of labour and social protection between the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and the Ministry of Labour and Social Protection of the Republic of Turkey was held. Prior to the meeting, a meeting was held between the minister of labour and social protection of population of the Republic of Azerbaijan and the minister of labour and social protection of the Republic of Turkey Mrs. Julide Sarieroglu. At the meeting, it was spoken about experience of cooperation gained in the past period, effective activity of the Joint Standing Commission on cooperation in the field of Labour and social protection in the development of relations was emphasized. Then S. Muslumov and Mrs. J.Sarieroglu attended the 9th meeting of the Joint Standing Commission on cooperation in the field of Labour and social protection. At the meeting, S.Muslumov expressed his satisfaction with the visit of the delegation of the fraternal country in our country, and emphasized that bilateral relations based on brotherhood and historical ties between Azerbaijan and Turkey are constantly evolving and expanding. As President of Azerbaijan Mr. Ilham Aliyev noted, "There are no countries in the world that are close to each other and have so much support for each other. Turkey-Azerbaijan friendship, brotherhood, unity today is at the highest peak". Joint efforts, mutual visits and meetings of President of Azerbaijan Mr. Ilham Aliyev and President of Turkey Mr. Recep Tayyip Erdogan, implementation of important historical projects that are important for the development of the region, not just the two countries, allowed for strengthening of friendship and cooperation between our two countries. The minister said that the mutual beneficial cooperation between our countries on labour and social protection has been established since the 90s of the last century, and has been reinforced from year to year on the basis of the cooperation documents signed in subsequent years: "In particular, "Agreement on cooperation in the field of labour, social protection and employment between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey" signed at the third meeting of the High-Level Strategic Cooperation Council between the two countries in Ankara in November 2013 and "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on mutual labour activity of the labour force" has led to the further development of cooperation". S. Muslumov noted that cooperation has been successfully continued both in bilateral format and within international organizations: "As you know, the proposal of the President of Azerbaijan Mr. Ilham Aliyev to establish the Center for Labour in Baku by the Organization of Islamic Cooperation (OIC) was unanimously supported by the OIC member states. The establishment of the Center requires the signing of its Charter by 10 member countries and, signing this document firstly by Turkey is a clear example of fraternal relations". The minister also noted that the mentioned Center will actively cooperate with the Statistical, Economic and Social Research and Training Centre for Islamic Countries in Turkey (SESRIC). S. Muslumov gave general information on the labour and social protection system of our republic, brought to the attention reform measures carried out in recent years to improve this system on innovative basis, new electronic management and service systems. The minister provided detailed information on transition from passive measures to active activities in social protection policy in Azerbaijan, provision of low-income families with assets within self-employment program for the establishment of a small family business, the new unemployment insurance system created in our country, the importance of the system in expanding coverage of employment services, as well as the self-employment program. S.Muslumov emphasized that purposeful work will be carried out for further expansion of cooperation in the upcoming period. Mrs. J. Sarieroglu stressed Turkey and Azerbaijan are always next to each other, the successful cooperation relations between the two brotherly countries in all areas is developing, the importance of expanding ties in the field of labour and social protection. She said that seeing Azerbaijan, witnessing the development and modernity of our country made a good impression on her. At the meeting, the results of the work carried out in the direction of fulfillment of the tasks defined in the Protocol of the 8th meeting of the Commission and future cooperation directions were discussed. As a result of the meeting, a Protocol of the 9th meeting of the Joint Standing Commission on cooperation in the field of Labour and social protection between the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and the Ministry of Labour and Social Protection of the Republic of Turkey was signed. The document envisages joint activities on identifying the most demanded professions and skills in the labour market, improving the skills of unemployed and job seekers, improving the quality of workforce, carrying out relevant analyzes to investigate the possibility of adapting socially vulnerable population groups, especially persons with disabilities to the labour market, improving the advisory services for the unemployed and job seekers, personnel training and social insurance, awareness on the rights and obligations of employers and employees in the pension field and etc. Also, it is noted the parties will continue to inform each other about changes in legislation on labour relations, employment and social protection in both countries and its application, the events carried out in their countries, activities and participation in these areas. The document also includes exchange of experience in the field of labour and employment (including the improvement of legislation on labour and employment and adaptation to international norms and standards, measures aimed at reducing informal employment, improvement of control forms of labour relations, enhancing the capacity of labour inspectors, developing social partnerships, improving the active labour market programs, increasing their coverage, etc.). The Protocol, at the same time envisages exchange of experience in the field of occupational safety and health (including the study of the current situation in the field of occupational safety and health and the sharing of best practices, strengthening legislation in the sphere of labour protection, etc.), social protection (social protection of citizens, activity of unemployment insurance system, analysis of the effectiveness of social protection and preparation of predictions, conducting social surveys, etc.), strengthening information technology and infrastructure (electronic services in the field of social protection, legislative and technological aspects of personal data protection, organization and management of call centers, management of corporate network and etc.). After the signing ceremony, S. Muslumov and Mrs. J.Sarieroglu made statements to the press and answered questions from journalists.
