"Country Program Action Plan for the period 2016-2020 between the Government of the Republic of Azerbaijan and the UN Population Fund" was signed. The Ministry of Labour and Social Protection of Population, the Ministry of Health, the State Committee for Family, Women and Children Affairs and the State Statistics Committee signed the document by the Government of the Republic of Azerbaijan.
The mentioned Country Program covers the period of 2016-2020 being the fourth Program between the Government of Azerbaijan and the UN Population Fund, and was prepared under the conditions of joint discussions with government, civil society, UN agencies and other key stakeholders. The new Country Program aimed at contributing to the national development priorities in Azerbaijan 2020: vision to future” Development Concept approved by the Decree of the President of the Republic of Azerbaijan dated December 29, 2012, the UN – Azerbaijan Partnership Framework, the determination of strategic objectives during the same period and the implementation of measures.
"Country Program Action Plan for the period 2016-2020 between the Government of the Republic of Azerbaijan and the UN Population Fund" will create opportunities for mobilization of resources and the implementation of more joint projects. The Action Plan focuses on three results: sexual and reproductive health, gender equality and the empowerment of women, population dynamics. The measures envisaged on these areas in the Plan were covered on a large scale.
The current situation in the field of population and development in Azerbaijan is firstly analyzed in the document. It is stated that after gaining state independence the country has joined many international agreements in the field of human rights, including the Convention on the elimination of all forms of discrimination against women. Provisions on equality and non-discrimination have been reflected in the legislation. The government owed obligations to implement the recommendations of various international development platforms such as the Millennium Development Goals, International Conference on Population and Development.
In general, measures to strengthen the legal and political mechanisms in order to ensure sexual and reproductive health services integrated being in the focus of attention of teenagers, young people and vulnerable population groups, support the development of national skills to monitor compatibility to international human rights on gender equality and reproductive rights have been covered in the mentioned Action Plan.
It was stated that the UN Population Fund will continue its cooperation with the Ministry of Labour and Social Protection of Population, the coordinating body in planning, implementation, development and monitoring of programs and policies related to population in the country on the basis of the relevant national priorities on demography. As a continuation of "State Program on development of demography and population occupancy in Azerbaijan Republic" approved by the Order of the President of the Republic of Azerbaijan dated 11 November 2004, a draft of the new State Program defining the strategy for the period until 2025 in this area in the country with the support of the UN Population Fund has been developed. After the adoption of this State Program the UN Population Fund will cooperate with the Ministry of Labour and Social Protection of Population and the relevant stakeholders.
Partnership Strategy on the work to be done was noted; issues of monitoring and evaluation, implementation of Program management, mutual obligations were reflected in the Action Plan.
